New VKP implementation
The current implementation of VKP is to be replaced by services as part of Kommunale Samhandlingstjenester (e.g. municipality collaboration services). The aim is to have the new services in production during Q4/2026. End-of-life date for the current VKP will be announced by the end of 2026. The earliest possible end-of-life is 18 months after the announcement is published.
Journalføringstjenesten (JFT)
The JFT service (e.g. clinical documentation service) replaces VKP's functionality for sending in journaling events. For welfare technology vendors, the new services similar to the current VKP service - the new service receive and validate the input messages, and store them for further processing.
A significant change in the new service is that it do not post textual journaling notes to the municipalities' EHR systems. The EHR systems are responsible for reading available journaling events from JFT, and convert them into textual notes.
Informasjon fra Kommunal Journal (IKJ)
The IKJ service (e.g. information from municipality journal) replaces VKP's functionality for retrieval of patient-relevant information. For welfare technology vendors, the most significant change is that the mapping of services codes are not included in the new implementation. This means that the vendors must specify which services codes, locations etc. in their search requests.
Another change is that IKJ do not read information directly from the municipalities' EHR systems when handling search requests. The EHR systems are responsibly for sending in data to IKJ. Thus, only data already stored in IKJ are available through the search endpoints.
Which implementation of VKP should we be using?
Municipalities who use EHR systems supported in VKP, can continue using VKP - this is also the case for new municipalities.
Municipalities with EHR systems not supported in the current VKP implementation must use the new services (see Interim period below).
New welfare technology vendors should start using the new services. In special cases however, they might also be supported in VKP. In case of questions, please contact Customer Support.
Eventually, all vendors and municipalities must migrate to the new services.
Interim period
To ease the transition to the new services, we have made a temporary reverse-proxy solution, available until July 1st, 2027. This solution allows vendors in today's VKP to continue using the VKP endpoints as before. In the reverse proxy, VKP forwards write requests to the JFT service, while read requests are forwarded to the municipalities' EHR systems. The reverse-proxy is available in Test and Production environments.
