📊 Purpose & Scope

"Divisjon Helsepersonell" (DHP) has been assigned with creating a new prioritized service that will offer "internal data" to "external consumers".

For this purpose a new team has been created: Team Statistikk, and their suggested solution is the Statistics Service.

Statistics Service

The Statistics Service is a suggestion for a new tool that:

• Collects usage events shared by internal DHP services via Kafka.
• Stores the raw events in a relational database.
• Exposes the data through two channels
  • a versioned, HelseID‑protected REST API for external clients, and
  • an OData endpoint used by an on‑premises Power BI gateway.

All incoming events must conform to a single AVRO schema defined by this service. The service also performs on‑read enrichment – joining known category values with reference data before returning a response.

Key benefit: A single source of truth for operational metrics & data, eliminating the need for each upstream service to expose its own reporting API.

Producer Governance

Internal services remain owners of their data. They must ensure that every event:

• Accurately reflects the service’s usage pattern.
• Offers data that can be extracted and understood by external consumers.
• Contains no personal data (GDPR‑compliant).
• Strictly follows the Statistics Service schema.
